The chairman of the Senate Banking Committee is pondering a geography question:
Is Britain part of North America?
To find the answer, you might think that Sen. Phil Gramm (R-Tex.) would just open an atlas or encyclopedia. But in the U.S. Senate, these things have to be done right. So Gramm dispatched a team of federal bureaucrats to London for a week of interviews to find out whether Britain ought to be part of NAFTA, the North American Free Trade Agreement.
