Om man verkligen tror att EU:s öde står på spel så måste man bryta sig ur djävulsspiralen. Det enda sättet att göra det är att gå tillbaka till den frågeställning som det högsta politiska ledarskapet
borde besvara enkelt, tydligt och öppet: Vad förenar oss?

Som jag ser det finns det i dagens krets av stats- och regeringschefer bara en person som skulle kunna driva fram en sådan grundläggande diskussion. Det är Angela Merkel.

The euro crisis is back. An election in Greece next month and the probable victory of Syriza, a far-left party, will frighten politicians and investors. Greece is an extreme but not an isolated case in the eurozone. Austerity has also led to the rise of radical parties in other key economies. In Spain Podemos – a leftist party with a similar ideology to Syriza – is currently top of the polls. In France, the far-right National Front won most votes in the elections to the European Parliament last May. Many Germans, with their suspicion of anything that smacks of nationalism, find it hard to acknowledge the connection between democracy and the nation.
But it is above all in nations – with their shared ties of language, history and political culture – that democracy can live and breathe.
At a European level, you can replicate the forms of democracy – elections, political parties and so on – but what you cannot create is the underlying demos (the people) that is needed to bind democracy together.
That is why you end up with the absurd situation in which voters are said to have “chosen” a leader they have never heard of.

The fact is there have been signs of disillusionment with the European project for decades, which have consistently been ignored.
In 2005 France and the Netherlands voted to reject a new integrationist EU constitution – at which point most other countries shelved plans to hold their votes. But rather than abandon the constitution, the EU repackaged it as the “Lisbon Treaty” – and forced it through, without popular approval.
That kind of arrogance positively begged for a populist backlash.

And while the populists detest each other and advance bizarre or contradictory ideas, they do share a common theme: the strong belief the EU has become too powerful, at the expense of the nation state.

Two of the basic functions of the nation state have traditionally been to control borders and national finances. Both functions have been largely ceded to the EU – particularly if, like France, you are a member of the Schengen border-free zone and the European single currency.

But European integrationists should restrain their cheers. They could pay a heavy political price for victories of this sort. The cost could be a steady undermining of the legitimacy of the European project and the euro in Germany, the EU’s largest state and strongest economy.
Two of the most respected institutions in Germany, the Bundesbank and the constitutional court, are now on record as registering profound objections to the policies underpinning the euro.

The economic crisis has gravely damaged the euro. It has stripped the project of support and legitimacy and exposed the design flaws in the single currency. The biggest flaw remains the lack of a large central budget and a transfer union of the sort that makes other federal currencies, such as the dollar, work.

That weakness can only be remedied by the creation of something much closer to a European state.

But the crisis has profoundly undermined the pro-European sentiment that would be necessary to build a United States of Europe.

Even in Germany, which has historically supported the European ideal, the country’s most respected institutions are crying foul.

Can anybody continue to say with a straight face that the sovereignty of Switzerland (or Norway) is fictitious, that the country always has to go along with EU policy even though it is not a member of the Union?

If a landlocked country of eight million people, surrounded on all side by EU countries, can pull off a quota restriction, then it is obvious that an Atlantic island of 63 million can also do it.

All that stops the British nation from implementing such curbs – if it so wishes – is the membership code of the EU treaty club.

Personally, I am relaxed about EU migrants. They are mostly well-educated, young and hard-working, and a boon to our economy.

There is of course a point of cultural saturation. Even immigrant societies such as the US have had to turn off the tap from time to time over the centuries.
The US did so for a generation after the mass arrivals from Italy and Eastern Europe before the First World War. Every nation has to protect its core cohesion. As Teddy Roosevelt said, the US must never become a "polyglot boarding house".

The failures of Europe’s political, economic and intellectual elites created the disaster that befell their peoples between 1914 and 1945.

It was their ignorance and prejudices that allowed catastrophe: false ideas and bad values were at work. These included the atavistic belief, not just that empires were magnificent and profitable, but that war was glorious and controllable. It was as if a will to collective suicide seized the leaders of great nations.

Complex societies rely on their elites to get things, if not right, at least not grotesquely wrong.

When elites fail, the political order is likely to collapse, as happened to the defeated powers after first world war. The Russian, German and Austrian empires vanished, bequeathing weak successors succeeded by despotism.

The west is not immune to elite failures. On the contrary, it is living with them. Here are three visible failures.

First, the economic, financial, intellectual and political elites mostly misunderstood the consequences of headlong financial liberalisation. Lulled by fantasies of self-stabilising financial markets, they not only permitted but encouraged a huge and, for the financial sector, profitable bet on the expansion of debt.

Second, in the past three decades we have seen the emergence of a globalised economic and financial elite. Its members have become ever more detached from the countries that produced them. In the process, the glue that binds any democracy – the notion of citizenship – has weakened.

Third, in creating the euro, the Europeans ook their project beyond the practical... Within the eurozone, power is now concentrated in the hands of the governments of the creditor countries, principally Germany, and a trio of unelected bureaucracies – the European Commission, the European Central Bank and the International Monetary Fund.
The peoples of adversely affected countries have no influence upon them. The politicians who are accountable to them are powerless. This divorce between accountability and power strikes at the heart of any notion of democratic governance.

The eurozone crisis is not just economic. It is also constitutional.

The question is, if it might not be better to dissolve the European Union in an orderly fashion instead of continuing the German led calamity.
How the European Union can achieve an internal rebalancing?
If Germany with its high productivity has low inflation, the other EU countries, who would have devalued their currency before the inception of the Euro, will have to dramatically deflate their economies – and that after years of virulent austerity.
This might seem a simple solution for economists and bureaucrats, but EU member states are democracies and patience in many of the peripheral nations – and not only those – is running very short.

In the thirty or so years that I have been following EU affairs – or is it nearer 35 years now since I studied in French literature in Paris, and German philosophy in Mainz – I have never seen ties between Europe’s two great land states reduced so low.

Professor Paul De Grauwe from the London School of Economics has largely debunked the myth that Germany achieved its miracle by carrying out the Hartz IV reforms under Chancellor Gerhard Schröder. These labour reforms helped, but they were marginal. In some key respects Germany’s labour markets are more rigid today that those of Italy or Spain.

Germany’s gain in competitiveness was due to wage compression and higher productivity growth, compounded year after year. Unit labour costs in German manufacturing fell 4.4pc in the single year of 2005.

The point is that Germany was able to turn itself around during a global boom,
never losing the advantage of the lowest borrowing costs in EMU,
and with no fiscal austerity – indeed Schröder said it was NECESSARY for Germany to violate the Stability Pact’s deficit limits in order to smooth the way for supply-side reforms.

To argue that the rest of the eurozone can replicate what Germany did
in the midst of gruelling recession, debt-deflation, a credit crunch for small business, much higher corporate borrowing costs (than Germany today), and a strong euro, is to bark at the moon.

The North-South gap cannot be closed within EMU by imposing all the burden of adjustment on the deficit states, forcing them into “internal devaluations” without an “internal revaluation” Germany to meet them half way.

Such a policy has a contractionary bias and eventually drags everybody into vortex, as is now happening.
It happened in the early 1930s under the Gold Standard, when US creditors did to Germany, what Germany is now doing to Spain.

And yes, crass American bankers and journalists even accused the Germans of being “lazy”,
the sort of conclusion people reach when they when they don’t understand the structure of the global payments system and the power of credit cycles.

On Sunday, Catalans voted for a new regional parliament, and regardless of how the vote split among parties, one thing is immediately clear from the result: A majority of the electorate wants a referendum on whether to declare independence from Spain. Whether and how Catalonia secedes will now unfold. But it is no longer in the realm of fiction that we may in a few years find ourselves talking about “rump-Spain,” “the former Belgium” and “the former U.K.”

Olaf Tempelman, the former Eastern Europe correspondent of the Dutch newspaper De Volkskrant, recently summed up the parallel between the Balkans of the 1990s and the current rift between southern and northern Europe. He argued that Croatia and Slovenia put up with contributing toward the development of the poorer parts of Yugoslavia, such as Kosovo and Bosnia, “as long as prosperity continued, and as long as the inhabitants failed to notice much of their further entwinement with the other regions.”

De ledande europeiska politikerna har nu tvingats inse att eurokrisen har sin grund i projektets konstruktion.
Huvudmotivet är mindre omsorg om dessa länders befolkningar än omsorg om de egna bankerna och euron som ett politiskt projekt.

Lobbyisterna vill det. Hela banksektorn och tyska exportindustrin kämpar med alla medel för att euron ska överleva.

The problems of creating a monetary union without fiscal union were ignored at the founding of the eurozone. The founders explicitly said that it would be for the next generation to deal with fiscal union. They made it as expensive as possible for a nation to withdraw and left no legal means to do so. Breaking apart the eurozone would be a disaster of the first order. Think at least 7 or 8 of the biblical plagues.

Thus, European government leaders and business elites, especially the financial-system elites, are almost religious in their insistence that there can be no outcome but fiscal union. And they include Angela Merkel. She wants fiscal union on her terms, but she is hell-bent on achieving it, even if it means Germany must give up a significant part of its sovereignty and lose control of the eurozone after such a union is achieved. And while Germany will be the largest part of the union, by economic power and the sheer number of voters, they will not be in the majority. They will lose their ability to dictate how the EU is run by withholding their checkbook.

Even Angela Merkel knows that a fiscal union will eventually mean eurobonds and the mutualization of debt. And that means some mechanism must be created to pay for those bonds. Which in turn requires a de facto taxing authority for the EU parliament. Germany will become just one state among many. Important, powerful, but just one state. And subject to eurozone-wide taxes to pay for those eurobonds, no matter how the terms are couched.

Merkel and other European leaders have not really prepared their voters to deal with the coming changes in sovereignty.

But the day is going to dawn when the leaders must come clean and tell their populations what they are planning.

På bekostnad av nationalstaterna ställdes Europa i förgrunden och försågs med ett mycket operativt mål: freden var tvungen att säkras. Aldrig mer krig.
Det var en både enkel och begriplig målsättning, länge så framgångsrik att unga européer i dag mest rycker på axlarna åt den eftersom de tar fred som något självklart.
Det är det europeiska dilemmat – något nytt visionärt mål annat än just denna fred har Europa inte lyckats ställa sig.

Aten, en av vaggorna i den västerländska civilisationen, befinner sig i upplösningstillstånd på grund av de europeiska broderfolkens likgiltighet och cynism.

Rom, den andra av civilisationens vaggor i Europa, det andra fundamentet, tillsammans med Grekland och Jerusalem den andliga källan till dess lärande och kunskap, befinner sig också i upplösningstillstånd.

Från öst till väst, från norr till söder – överallt är det upplösningstillstånd

Byggde inte de valutor som har fungerat alla på en stabil politisk enighet?
Har en gemensam valuta någonsin varit framgångsrik utan ett sådant politiskt understöd? Finns det inte en absolut lag som säger att en gemensam valuta som minimum kräver gemensamma budgetar, standardiserade redovisningar och gemensamma investeringsregler – det vill säga, en gemensam politik?

Utan en federation kan ingen gemensam valuta bestå.

Utan politisk enighet kommer valutan inte att överleva mer än ett par decennier
innan den kollapsar till följd av ett krig eller en kris.

Socialism eller barbari, brukade vi säga. Idag står valet mellan politisk enighet eller barbari.
För att vara mer precis: Federalism eller kollaps, följt av social misär
Eller för att uttrycka det ännu tydligare: Antingen tar Europa ett nytt, avgörande steg mot politisk integration, eller så gör man sorti från historien och sjunker ner i kaos.
Vi har inte längre något val: Det står mellan en politisk union eller slutet.

Det är precis det här budskapet de politiska och byråkratiska tokstollar som drog i gång europrojektet pumpar ut.

De vill försätta EU i ett permanent undantagstillstånd för att få makten att tvinga samman länderna. De skrämmer med den inre fienden, det vill säga alla som inte vill ha en europeisk superstat.

Det är direkt genant att se intellektuella gå denna byråkratiska centralmakts ärenden, snarare än att ifrågasätta den.

Men de elva handgångna skäms inte för sig: ”Socialism eller barbari, brukade vi säga. I dag säger vi politisk enighet eller barbari.”

Kan ingen påpeka för dem att de bevisligen hade fel i det de brukade säga och att de kanske borde lära sig av det misstaget?

Även om eurokrisen kräver kraftfulla åtgärder så har EU slagit in på en farlig väg med den snabba rörelsen mot överstatlighet
i en tid när Europaprojektet genomlever sin hittills största förtroendekris.

Eurons låga lånekostnader ledde till en låneexplosion och nu måste krisländer som Italien, Spanien och Grekland växa med 3–6 procent varje år bara för att behålla skulderna på dagens höga nivå även om tio år. Det är länder som på grund av skulder, åldrande och internationell konkurrens har svårt att drömma om sådana nivåer ens i goda tider. Om de inte lyckas kommer skulderna fortsätta växa tills de knäcker ekonomierna.

Bryssel och Berlin har genom nödlån och obligationsköp tagit bort marknadstrycket, och i utbyte tar de över länders finanspolitik och kräver omedelbara åtstramningar. När folkvalda ledare i Grekland och Italien konstrar pressas de att avgå. Det är den sämsta av båda världar. Skattepengar i mer välskötta länder öses ned i svarta hål, samtidigt som regeringarna skär ned och höjer skatter, vilket stryper konjunkturen.

Det håller på att slita sönder den europeiska gemenskapen.

Precisely because the victim states have surrendered their key policy levers to the EU Project, they have no means of defending themselves or answering the cries of their people. Hence the warnings this week from Portugal's former President Jorge Sampaio that the economic asphyxiation of his country threatens to destroy its fledgling democracy.

The Nobel Prize comes, in short, as events have shown that the Hegelian push for breakneck integration – the supranational assault on the ancient nation states of Europe – has proved to be an unmitigated disaster.

The President of the European Council, Herman Van Rompuy, said he was proud, that the prize recognised the bloc's role as the "biggest peacemaker in history".

It clearly was not awarded for the European Union's action in dealing with the current eurozone crisis.

For those, in particular, who see the European Commission as an undemocratic, bureaucratic, even corrupt institution, this will do more than raise eyebrows.

Remember, also, that it was awarded in Norway, a country that has steadfastly refused to join the Union, preferring to maintain its own sovereignty.

"The union and its forerunners have for over six decades contributed to the advancement of peace and reconciliation, democracy and human rights in Europe," said the Nobel prize committee.

In its citation the Nobel committee acknowledged that the EU was today facing turmoil as the economic defects of the euro have laid waste to many Southern European countries and have plunged all Europe into the worst recession for 80 years.

"The EU is currently undergoing grave economic difficulties and considerable social unrest," said the citation.

"The Norwegian Nobel Committee wishes to focus on what it sees as the EU's most important result: the successful struggle for peace and reconciliation and for democracy and human rights. The stabilizing part played by the EU has helped to transform most of Europe from a continent of war to a continent of peace."

Angela Merkel, the German Chancellor, hailed the choice, and insisted that efforts to save the euro with the imposition of controversial austerity policies was part of the EU's tradition as a peace project.

"I often say that the euro is more than a currency and we should not forget that in these weeks and months we spend working to strengthen the euro.

"The euro is more than a currency because at the end of the day it is about the original idea of a union of peace and of values," she told reporters.

Lars Danielsson var statssekreterare hos Göran Persson, med särskilt ansvar för EU-frågorna. Han medverkade nyligen i en vänbok till kabinettssekreterare Frank Belfrage, ”Fokus Europa”.
Hans kapitel i boken hade rubriken Har EU någon väg ur krisen?:

”Vi som är anhängare av den gemensamma valutan måste nog erkänna att vi underskattat nödvändigheten av att antingen ha mer konvergenta ekonomier än vad vi nu har i eurozonen eller mer av gemensam ekonomisk politik.”

Hur kunde han och andra i Europas ledande skikt, ha tänkt så fel, undrar man.

Vi som var med under folkomröstningen om EMU år 2003 kommer väl ihåg att eurons betydelse för freden var ett av ja-sidans ofta framförda argument. Det argumentet brukade ofta framföras i slutet av ett meningsutbyte om effekterna på ekonomin.

”Men EMU är i alla fall bra för freden”, brukade det heta. Hur bra det varit för freden kan vi se i dag.

När Grekland hade en egen valuta reste tyskarna gärna dit på semester och välkomnades av den grekiska turisindustrin. I dag tycker tyskar och greker tycker sämre om varandra än vad de gjort sedan den tyska ockupationen på 1940-talet.

Snipers, Commandos to Welcome Merkel in Greece

To fend off potential attacks, at least 7,000 plainclothes police and hundreds more undercover agents have been mobilized from across the country to lock down the capital and erect steel fences around parliament.

Snipers were already visibly stationed on the roof tops of government buildings in Athens; Commando Seals and Frogmen were also ordered on standby as helicopters began patrolling the Athenian skyline from Monday.

“It will be one of the biggest security drills in recent years,” said a senior police official speaking on condition of anonymity because of his knowledge of the security preparations.

Greece is in its fifth year of recession and unemployment has hit 25pc. It is currently in negotiations with the troika (the IMF, European Commission and ECB) over whether it has made enough reforms to release its next €11.5bn tranche of bail-out cash, without which it faces bankruptcy as soon as November.

Alexis Tsipras, who leads the opposition Syriza party in Greece, said: "She does not come to support Greece, which her policies have brought to the brink. She comes to save the corrupt, disgraced and servile political system. We will give her the welcome she deserves."

Ms Merkel's spokesman, Steffen Seibert, told a regular news conference today: "She is going to Greece to express her support for the ambitious reform efforts that the Greeks have set out and are - in part - beginning to implement.

Spanien måste spara mycket mer om landet ska ha en chans att kvarstå i euron.
På kort sikt lär detta höja arbetslösheten ytterligare.
Det är därmed högst osäkert om Spanien kan överleva detta som nation om landet kvarstår i eurosamarbetet.

The turmoil produced by the Italian elections has directed attention back to where it should have been all along – to the politics of the eurozone crisis.

We have had six months of complacency, rising stock markets and wishful thinking. The conventional wisdom was that the crisis had been contained, with Ireland recovering and the risk of a Greek exit from the eurozone reduced. But this view always ignored the politics.

The response from Brussels and the creditor north to all this has been robotically unimaginative – to insist that the debtors, like the little fish in Finding Nemo, must just keep on going. And so they may – for a while. It is possible that southern Europe will give the Germans until the autumn to come around to a new approach. But toleration for austerity is unlikely to last much beyond then.

A moment of truth is surely approaching. Joachim Gauck, the German president, has called for a new debate on Europe, and suggested that its future lies in reviving the idea of a commonwealth of nations. But if such a debate is to go anywhere, it will have to confront the question of monetary union. For Europe may be approaching a stark choice: giving up the euro; or keeping it and seeing the political crisis spin out of control.

As a result of the ECB’s actions, voters from Germany to Spain will increasingly find that crucial decisions about national economic policy can no longer be changed at the ballot box.

In Germany, in particular, there is a growing realisation that the ECB, an unelected body that prides itself on its independence from government, has just taken a decision that has profound implications for German taxpayers – but one that they cannot challenge or change.

At the ECB, the president of the German central bank has just one vote – the same as the presidents of the central banks of Malta or Slovenia. Jens Weidmann, the head of the Bundesbank, cast the sole vote against the bond-buying plans.

Angela Merkel, the German chancellor, may well have given tacit consent to the ECB’s actions and one German member of the ECB council voted with the majority. But opinion polls and media comment suggest that Mr Weidmann’s position reflects majority opinion in Germany.

After the ECB decision, the Bundesbank issued a statement arguing that the ECB’s plans are “tantamount to financing government by printing banknotes” and “redistribute considerable risks among various countries’ taxpayers”.

Translation: the ECB’s action are illegal and dangerous, and German taxpayers could end up with the bill.

To access the ECB’s unlimited firepower, the Spanish or Italians would have to agree to “enter a programme”.n reality, Madrid or Rome would have to accept International Monetary Fund-style supervision of their national budgets, directed from Brussels and Frankfurt.

Such a humiliating and overt loss of national sovereignty, combined with a deep recession, would be the perfect formula to drive voters to the political extremes, as Greece is demonstrating.

Manifestationen på Diada, Kataloniens nationaldag, brukar samla en tapper men begränsad skara självständighetsivrare.
Dagens möte i Barcelona väntas locka flera hundra tusen deltagare, inklusive moderata nationalistpolitiker som normalt håller sig hemma.

Enligt en färsk opinionsmätning skulle 51 procent av katalanerna i dag rösta för självständighet från Spanien.

Före eurokrisen var de flesta fullt nöjda med sin autonomi. Nu växer ilskan och motsättningarna.

It all started in early 2010, when Ms Merkel suggested Greece leave the eurozone.
After Nicolas Sarkozy threatened her with ending the special French-German relationship, she gave in and helped to bail out Greece.
That turned out to be a bailout of French banks. Before the crisis, Germans were the most admired Europeans in Greece, today, they are the most hated.

Germany’s man at the ECB, Jörg Asmussen:
The influential “commentariat” comes predominantly from outside the euro area.
The big English-language newspapers, the news agencies and wire services that shape opinions in the economic and financial sphere on the Continent come with a dangerously narrow and exclusive perspective on the economics of the monetary union.
But if the profound political commitment of Eurozone countries to the historical project of “ever closer union” is neglected, the assessment remains superficial and partial.
And the suggested policy responses may be biased or naïve.

It doesn’t take much extrapolation of what he says to envisage that at least in the ECB’s mind, there is a SPECTRE-like entity of cackling pundits consisting of Paul Krugman, Martin Wolf, Simon Johnson and others, though who exactly has the white cat sitting in their lap as they press “Publish” is not specified.

More substantively. there is a strange symmetry between this view and the pre-crisis gloating of the European Commission that the single currency’s American critics had been all wrong.

Vietnamkriget inleddes 1964 och pågår än i dag. Åtminstone i självbilden hos ett flertal personer födda mellan 1940 och 1959.

Vi som även i fortsättningen vill argumentera för individens frihet, marknadens fördelar, Europasamarbete och begränsning av politikens makt måste hitta andra referenspunkter än Checkpoint Charlie. Annars är risken stor att vi möts av samma himlande ögon som vi en gång visade våra Ho Chi Minh-nostalgiska förfäder.

Grekland, Portugal och Spanien hör inte hemma i eurosamarbetet.
Men mycket prestige har investerats i projektet och man kommer säkert att försöka hålla dem under armarna så länge det går.

Han påpekar att eurosamarbetet från början motiverats som ett fredsprojekt, något han nu ser som paradoxalt.
– Att tvinga fram sanktioneringar som gör att de som sköter sig ska stötta de som missköter sig leder till fiendskap om något.

– Det är lite ödets ironi att de institutioner som skulle stabilisera nu mest verkar göra det omvända, säger Sverker Gustavsson, professor i statsvetenskap.

Fördomar, stereotyper och nedsättande generaliseringar om framförallt greker förekommer frekvent. Många av dem passerar dessutom relativt oemotsagda på ett sätt som de inte skulle ha gjort om det handlat om en minoritet som exempelvis romer.

Även ledande politiker emellan har retoriken hårdnat och Sverker Gustavsson, professor i Statsvetenskap vid Uppsala Universitet, är egentligen inte förvånad över utvecklingen. Han menar att det funnits en historisk naivitet kring vilka problem som utformningen av EU kan medföra.

– Legitimitet för en politisk ordning kan man få på två sätt.
Det ena är genom att den är demokratisk och att folk har nått att säga till om och det andra är genom att den leverera något som folk tycker är bra.

Men när det inte gör det, när levnadsstandarden stagnerar då behövs det något som ger en samhörighet och den samhörigheten räcker inte till för de umbärandena som nu ligger framför oss, säger Sverker Gustavsson och förklarar att problemet helt enkelt har dolts under många år av tillväxt. Befolkningen i Europa har stadigt fått det bättre och då har man inte funderat så mycket på detta.

– Men nu har vi kommit in i ett läge där man måste solidarisk över gränserna. Det är nått helt nytt. Vi som sysslats med detta teoretiskt så varnat för detta i 20 år men det är ingen som lyssnat på det förrän det nu blir verklighet.

Nu gäller det enligt Sverker Gustavsson att minimera skadeverkningarna och framförallt se till att de borgensåtaganden som flera länder nu tar på sig gentemot sina krisande grannar aldrig behöver lösas ut.
– För gör de det då tar det här en ände med förskräckelse. Jag tror inte att det finns i folks vildaste fantasi att betala pengar till folk i andra länder, säger Sverker Gustavsson

I värsta fall ser han annars kraftig social oro framför sig med storstrejker, folk som vägrar finna sig i politiska beslut och en förlorad tilltro till statsstyrelserna även i länder som hittills stått stabila.

It's well-known that French President François Mitterrand made his approval of German reunification contingent on German Chancellor Helmut Kohl's acceptance of the common currency.
The next stage in the crisis will be blatant blackmail. With their refusal to accept money from the bailout fund to recapitalize their banks, the Spanish are not far from causing the entire system to explode.

Mediterranean firms and households are petrified their cash could be converted into devalued drachma or pesetas on any break-up.
And what of all those mortgages, corporate loans and other commercial contracts?

The tacit plan seems to be that Berlin will accept full-on European Central Bank debt monetization in return for a German-directed fiscal union, with powers to raise taxes and make large-scale transfers between countries, while issuing joint eurobonds.

The trouble is that Greece is a democracy, Spain is a democracy. France, the world's fifth-largest economy and one of the most powerful countries on earth, is a democracy.

Are all these countries, their electorates supplicant, their future politicians content, really going to subscribe to and live under, for decades to come, a system based on Berlin telling them how much they can borrow and spend?
I don't think so.

The German population, too, would accept neither the cost, nor the deeply uncomfortable position of superiority.

As this eurozone meltdown deepens, a chronic lack of "periphery" bank capital raises the risk of acute liquidity crises.

How bad must the riots get, how volatile the financial markets, how many jobs and lives must be destroyed?

Germany resisted the euro, arguing that full political union should come first. Since there was no chance that the other countries would accept political union, Germany’s position seemed like a technical maneuver to prevent the establishment of the single currency.

Germany was reluctant to give up the Deutsche Mark, a symbol of its economic power and commitment to price stability.

Germany eventually agreed to the creation of the euro only when French President François Mitterrand made it a condition of France’s support for German reunification.

The pro-euro politicians ignored economists’ warnings that imposing a single currency on a dozen heterogeneous countries was bound to create serious economic problems.

They regarded the economic risks as unimportant relative to their agenda of political unification.

Dag efter dag matas vi med analyser om att euro-krisen beror på att ansvarslösa regeringar har låtit statsutgifterna skena iväg. Krisländerna sägs leva över sina tillgångar, och lösningen är fortsatta åtstramningar. Vår egen finansminister Anders Borg låter meddela att han inte är villig att betala för greker som går i pension vid 40.

Men stämmer denna problembeskrivning? Nej, knappast. Visst är Grekland en idealisk syndabock, med korruption, låg skattemoral och fiffel med statistiken. Men grekernas faktiska pensionsålder är faktiskt högre än t.ex. Tysklands. Och greker är inte latare än andra. Problemet är att det saknas jobb. Euron är en kvarnsten. Det grekiska näringslivet klarar inte den internationella konkurrensen så länge man har samma valuta som den urstarka tyska ekonomin.

I länder där ungdomsarbetslösheten närmar sig femtio procent, och fabriker, nybyggda bostäder och turisthotell står tomma, är sanningen att de lever långt under, inte över, sina tillgångar. Och Spanien och Irland hade faktiskt överskott i statsfinanserna när finanskrisen slog till 2008. En finanskris som berodde på privat, inte offentlig, ansvarslöshet. De bubblor som sprack 2008 hade blåsts upp av finansmarknaderna, inte av regeringar.

Dagens skuldkris är en följd av finanskrisen. Inte dess orsak.

Vad krisländerna idag behöver är en reaktivering av produktion och sysselsättning. Inte ännu fler år med sjunkande inkomster, sänkta pensioner och stängda skolor.

När Papandreu för ett tag sedan föreslog att grekerna skulle få folkomrösta om ett nytt krispaket slog finansmarknaderna och trojkan bakut: ”Det kommer inte på fråga!” Och Papandreus folkvalda regering avsattes. Den tyske finansministern säger att Grekland bör skjuta upp sina allmänna val. Trojkan kräver att även oppositionspartierna ska skriva under ett löfte att lyda trojkan framöver.

Snabbt men säkert undermineras det europeiska folkstyret. De små länderna i EMU är maktlösa mot Merkozy. Folken tvingas inta åskådarläktarna. I namn av krishantering ställs krav på att fackliga fri- och rättigheter, såsom rätten att sluta kollektivavtal, ska ställas åt sidan.

Förr i världen sägs det att man brukade släppa ned en kanariefågel i gruvorna för att se om det fanns några giftiga gaser. Om fågeln överlevde kunde gruvarbetarna gå ned.

Idag är Grekland EU:s kanariefågel. Det politiska prestigeprojektet EMU ska räddas till varje pris. Men priset är högt. Hur mycket stryk och förödmjukelser tål ett folk? Hur många fackliga och demokratiska rättigheter kan avskaffas utan folkliga revolter?

Idag Grekland. I morgon Portugal. I övermorgon Spanien. Och…

Varför är det så tyst om den nedmontering av demokratin som nu pågår?

Decades of cliches about European solidarity and the European idea are being held up to ridicule.

The argument that Britons, Germans, Greeks, Italians and Spaniards are instinctive cultural partners whose commonalities transcend their obvious differences and historical enmities
- that “Europe” is a real community, not just a heavily worked-over Brussels blueprint - turns out to be, let’s say, disputable.

Why did it all go wrong? Three main reasons:

French grandiosity, German shame and a universal law of bureaucratic self-aggrandizement. T

The path not taken was that of an enhanced free-trade area, a zone of economic cooperation among sovereign states, a kind of NAFTA-plus. According to France’s thinking, if Europe was to compete and engage on equal terms with the U.S., it would need to aim higher than that. Ultimately, a United States of Europe was the goal.

The critical juncture was reached in talks for the Maastricht Treaty of 1992. This provided for European Monetary Union, the boldest step yet.

More gloriously -- and what is France for, if not la gloire? -- the single currency advanced the goal of a Europe fit to contend with the U.S. in global affairs. The dollar needed a rival. The euro would be it.

There was another factor, almost as laughable in hindsight. A view had gained ground that central banking was above politics. The goal of monetary policy was simple -- price stability -- and the means purely technocratic. The old Keynesian idea that governments could trade a bit of inflation for a spurt of faster growth stood discredited.

This crisis has proved that central banking is a branch of politics.

Economists drew attention to the fragility of the euro system’s design from the start. Most presciently, Harvard’s Martin Feldstein stressed that as economic performance differed from one country to the next, a single currency would pit winners against losers, and Europe lacked both the political machinery and the democratic legitimacy to mediate these disputes. How right he was.

Successive treaties have run into mounting popular resistance to the transfer of decision-making power to the EU.

Across Europe, politics is still resolutely national. To many Spaniards, Madrid seems remote, let alone Brussels -- and a similar mindset applies to most other EU members.

EU may have to take the strides toward deeper union that Germany has been resisting since this crisis exploded: joint guarantees of sovereign debt and unlimited intervention by the ECB.
The problem is, that’s fiscal union.

It commits the EU to potentially enormous transfers among its members, and makes them explicit. Can there be fiscal union of that sort without political union?

And do Europe’s divided nations -- the bossy Germans, idle Italians, arrogant Brits and vain French -- actually want to be one country?

Back in Maastricht in 1992, the Treaty of European Union arranged things so that those questions would one day have to be answered.

Sooner than anybody bargained for, and before Europe was anything like ready, that day has come.

We were intrigued by the word “treason” because the author clearly portrays this as a fight between French and German interests, and see the SPD trying to align itself with the enemy.

Merkel and Sarkozy had a simple deal. Germany supported the bailouts of peripheral countries, and closed its eyes and tolerated the European Central Bank printing vast quantities of new money to keep the banking system afloat.

In return, Sarkozy signed up for a very German vision of austerity. Every country had to cut their deficits — and keep cutting their deficits, even in the face of deep and worsening recessions, by however much was necessary to keep the bond markets happy.

The political carnage has been striking. Ireland's Fianna Foil, creator of the Irish free state, has lost every seat in Dublin. Greece's Panhellenic Socialist Movement (PASOK) - torch-bearers of Greek democracy since the Colonels - has fallen to 14pc in the polls and faces ruin next month.

The results are in: the hard-Left and hard-Right are on the rampage across Euroland. We have not reached breaking point of July 1932 when Nazis and Communists won over the half the Reichstag seats.
That tragedy was the fruit of the Brüning deflation, rigidly imposed to uphold the Gold Standard - the euro's trial-run.

We forget now, but Germany was heavily indebted to foreigners in 1930, like Spain today. It was the refusal of the creditor powers (US and France) to reliquify the system and slow monetary contraction that pushed Germany over a cliff.

There is no reason for the Netherlands, whose 65 per cent debt to output ratio puts it among the eurozone’s most solvent, to fear moderate deficits in a recession. But Europe’s policy of austerity for all is dragging one economy after another back into recession – and the effect is not limited to the periphery.

The bankruptcy of universal austerity is political as well as economic.
The more clearly the eurozone’s favoured policy is failing, the less credible mainstream politicians – still too loyal to Germany’s demand for deficit cuts – will seem to voters.
If leaders are seen as oblivious to common sense, they will leave the field open for the likes of Mr Wilders.

Systemet hindrar viktiga investeringar. När Sverige byggde upp sitt järnvägsnät under 1800-talet tog vi upp stora lån av det slag som nu kan bli förbjudna.

Nå, nackdelarna med pakten ska vägas mot fördelarna, nämligen att ansvariga politiker får ett internationellt avtal att stödja sig mot när de möter en populistisk opposition.

Nu vill Merkel och Sarkozy alltså införa ett system med böter. Man upphäver marknadens ”böter” genom att sätta upp en fond som ger billiga lån, men man inför administrativa böter i stället. Och dessa böter skapar fiendskap mellan länderna, till skillnad från marknadsräntan som är anonym och automatisk.

Vad är tanken? Ett svar kan vara att marknaden inte fungerar perfekt. Nej, det är sant. Men frågan är inte om marknaden fungerar perfekt utan om den fungerar bättre än ett politiskt system med böter.

Det är en öppen fråga – i själva verket just den fråga som måste diskuteras innan vi fattar några förhastade beslut.

At that meeting, the shark that is the euro zone will resume its forward motion.
Unless, of course, many of the member nations prefer leaving the euro zone to becoming part of what they have taken to calling the Fourth Reich.

Where is the ECB Printing Press?
European regulators allowed their banks to leverage up to 450 to 1 on their capital,
on the theory that sovereign nations in an enlightened Europe could not default, and therefore no reserves need to be kept for “investing” in government debt.
And with those rules, banks borrowed massively and invested it in government debt, making the spread.
It was an awesome free profit machine. Until Greece became a road bump. Now it is a nightmare.
Even if you only invested 4% of your bank’s assets in Greek debt, if that is more than your capital then you are bankrupt.

It is hard for us in the US to understand, but the commitment of European leaders to a united Europe is amazingly strong.
They will do whatever they think they must do (and/or can sell to the voters) to maintain the European Union.

As a way to think about it, the US fought its most bloody war over the question of whether or not to remain a union.
I think you have to call that commitment.

While I am not suggesting that Europe is getting ready to start a civil war,
I think it is helpful to remember that commitments to an ideal can drive people into situations that others have a hard time understanding.

By 1954, Germany had become a stable, liberal, democratic society, one of the most amazing transformations in history given what preceded it. Just ten years earlier, rather than surrender after Allied victories in Africa, Russia and Italy and the Normandy invasion, Germany kept on fighting, losing 1.8 mm soldiers in 1944 and another 1.6 mm in 1945

Europe seems to be on a Quixotic quest for mechanisms to support a peace that had already been obtained by 1954, or shortly thereafter. As a result, the European creation myth of the 1990’s (“Europe must accept supranational political and economic structures to prevent future conflict”) may be flawed. Such a flaw, to the extent that Europeans no longer believe it, may explain a lot of things, from public referendums rejecting the EU constitution; to the lack of widespread support for regional transfers; and the reluctance of countries like Ireland to yield sovereignty over their fiscal affairs

In the wake of the 1992 ERM collapse, why did Europe attempt another monetary union given large differences in language, labor mobility and productivity?

It makes sense if seen as part of a broader effort to create a United Europe, both politically and economically. A few years ago, Swedish and Dutch politicians responsible for mobilizing support for the EU Constitution referred to “Yes” votes as necessary tribute to honor the dead from the Second World War, and more urgently, to avoid the pre-war divisions which led to it.

Conflict between European empires existed for hundreds of years (1871-1914 was the only period of peace in European history until 1945), so the idea of a united Europe would have seemed appealing in 1945. However, conditions for securing a lasting peace within Western Europe were arguably already in place by 1954.

The snag with Germany’s idea (insolvency rules)is that it goes too far
It is hard to see how such a plan could be imposed, let alone enforced. It would place the debtor nation in a position of colonial submission.
If ever agreed to, this would be politically explosive.

Grekland skyller krisen på nazismen
Greklands vice premiärminister Theodoros Pangalos kritiserade Tysklands hållning till den grekiska krisen och påpekade att hans land aldrig har fått någon ersättning för de ekonomiska följderna av den nazityska ockupationen under andra världskriget.

I en BBC-intervju hävdade han att Italien, värre än Grekland, dolde sina finansers skick i syfte att komma in i eurozonen. EU har uppmanat den grekiska regeringen att förklara uppgifter om att landet genom derivataffärer med amerikanska banker lyckades dölja sitt lands stora skulder och underskott för EU före inträdet i euro-området.

"Man lägger helt enkelt vissa penningbelopp på nästa år. Så gjorde alla och Grekland gjorde det i mindre omfattning än exempelvis Italien", sade Pangalos.

"De förde bort det grekiska guldet ur Greklands riksbank, de förde bort de grekiska pengarna och återlämnade dem aldrig. Detta måste någon gång tas upp", sade viceministern.

"Jag säger inte att de nödvändigtvis måste lämna tillbaka pengarna men de kan i alla fall säga tack", tillade han

Mr Pangalos accused Italy of being more inaccurate with its financial statistics, and said Germany should not criticise Athens because it had wrecked the Greek economy and slaughtered thousands during the Nazi occupation.

"They took away the gold that was in the Bank of Greece, they took away Greek money, and they never gave it back. This is an issue that has to be faced sometime in the future," he added.

More than 300,000 Greek civilians died from starvation during World War II, while thousands more were killed in reprisals. The economy was crippled, as foreign trade was suspended, agricultural output ground to a halt, and the treasury had to loan Germany money.

Germany paid Greece about 115m Deutschemarks in 1960 to compensate victims of Nazi persecution, but it has refused more recent demands for further funds. However, some Greeks say the compensation did not cover civilian victims of reprisals and the loan.

Mainstream New Democracy was no nicer. "How does Germany have the cheek to attack us over our finances when it has still not paid compensation for Greece's war victims? There are still Greeks weeping for lost brothers," said ex-minister Margaritis Tzimas.

This is deeply hurtful to Germany, a vibrant democracy that has played its difficult part in Europe for 60 years with dignity. No country could have done more to overcome its demons. It has paid the EU bill, and paid again, rarely grumbling.

Brussels is enforcing an EU-version of Pierre Laval's deflation decrees in 1935, the policy that tipped France's Third Republic over the edge. It has ordered Greece to cut the deficit by 10pc of GDP in three years or face the whip under Article 126.9. Spain must squeeze 8pc. France next?

Democracy: The European crisis

Many are openly saying the eurozone will only escape this crisis if it becomes a "transfer union"; that the debts of individual countries become the debts of the bloc as a whole. But such a giant step would require the zone to become both a fiscal and political union.

That would be a fundamental challenge to democracy. Such a change could not be nodded through.

German Finance Minister Wolfgang Schaeuble acknowledged that last week when he said a new EU treaty would be needed to transfer further economic and financial policy powers to Brussels.

So the eurozone crisis is fast becoming a test for democracy in Europe.

The dilemma is that the EU project has got way ahead of where most people are.

I ett litet land känner alla varandra. Detta är bara en lätt överdrift. Eliten har gått i samma skolor, träffar varandra på samma middagar och utställningar, läser samma tidningar och är inte sällan släkt eller gifter sig med varandra.

Alla är i sitt inre övertygade om att sitta i samma båt. I den måste alla ro åt samma håll. Annars går det illa. Vad som uppfattas som ett allvarligt problem angår därför genast hela nationen. Den som vägrar att erkänna eller befatta sig med det riskerar att stötas ut ur gemenskapen. En sådan utstötning är det närmaste man nu för tiden kan komma gamla tiders landsförräderi.

Demokratin i ett litet land har ofta något formalistiskt över sig då det inte finns folk nog att ställa upp ett komplett andra, alternativt lag som skulle göra allting helt annorlunda.

I ett litet land är kaféet alltid viktigare än parlamentet och förr eller senare blir var och en som kan läsa och skriva minister.

Amerika är en politisk union med en gemensam valuta; och just i den ordningsföljden. Dollarn fungerar där för ett stort, heterogent område främst därför att rörligheten hos arbetskraften är stor

Ingenting av detta finns inom EU. Inte ens ett gemensamt språk.

Många EU-stater, kroniska inflations- och högränteländer, fick med euron sitt livs chans – för första gången någonsin en tysk räntenivå, alltså billiga pengar. De hade kunnat användas till reformer, investeringar och att betala av på skulder. I stället användes de till konsumtion och kraftiga lönehöjningar. Så spelades en chans bort som sannolikt inte kommer igen.

Nu är flera av dessa länder på obestånd. Bryssel låtsas som att det rör sig om en tillfällig penningknipa som kan åtgärdas med handlån; de väldiga summor som ställts till förfogande är ”krediter” som de stater som slantar upp dem så småningom ska få tillbaka med ränta. Men det tror väl inte ens de som slagit in de olika hjälppaketen.

EU tycks så befinna sig mellan den politiska unionens Skylla och transfer­unionens Charybdis. Den förra vill varken europeeérna eller deras politiker ha och den senare kommer medlemsstaterna i norr att säga nej till.

Men bortsett från hur mycket åtstramning greker och andra kommer att acceptera främjar en sådan politik inte ekonomisk tillväxt

Men det har varit svårt att använda dessa argument i den svenska Europadebatten. De som talade om fredsaspekten i samband med EMU-omröstningen beskylldes för att vara pretentiösa.

Men fredsperspektivet borde vara särskilt viktigt nu när Europa håller på att bestämma sig om den nya EU-konstitutionen. Då är alla argument som höjer sig över dagspolitiken välkomna. Men i debatten om konstitutionen är det här synsättet tyvärr helt frånvarande, åtminstone i västra Europa.

I dag samlas världens ledare i Moskva för att fira krigsslutet. Men i dag är det också Europadagen. Den firas på 55-årsdagen av tillkomsten av kol- och stålunionen, föregångaren till dagens EU. Då såddes fröet till det som skulle bli historiens mest framgångsrika fredsprojekt.

Det är slående att många ekonomer menar att politiska argument talar för EMU-medlemskap, även om ekonomiska argument inte gör det. Artikeln granskar några av dessa politiska argument.

EMU är både ett politiskt och ett ekonomiskt projekt. Dess huvudsakliga konsekvenser är ekonomiska men dess yttersta syfte är politiskt, nämligen att genom närmare ekonomisk integration driva fram en närmare politisk union mellan EU:s medlemsstater. Den svenska debatten om EMU har hittills främst handlat om de ekonomiska aspekterna av EMU-projektet, men politiska argument anförs nu allt oftare till stöd för ett svenskt EMU-medlemskap. Dessa argument har stor sprängkraft men har inte utsatts för en tillnärmelsevis lika noggrann granskning som de ekonomiska.

Det kanske vanligaste politiska argumentet för EMU är att den monetära unionen är en del av det europeiska fredsprojektet och att Sverige måste visa solidaritet med detta genom att gå med i EMU. Andra politiska argument är att Sverige för att få inflytande inom EU måste vara med i EMU och det europeiska samarbetet fullt ut eller att ju fler länder som är med i EMU, desto viktigare är det för Sverige att vara med. Det är särskilt slående att många ekonomer motiverar sitt EMU-stöd med sådana politiska argument.

De är sällan uttalade i EMU-debatten, däremot underförstådda. Av dem som med säkerhet hävdar att EMU främjar politisk integration, stabilitet och fred på vår kontinent. Som om vägen från EMU ledde tillbaka till gyttjan, taggtråden och kulspruteelden vid Somme och Verdun.

Jag gillar inte franska protektionister, anslagsfiffel, byråkratier och oansvariga politiker som dumpar problem på grannarna. Och jag gillar heller inte bidragsstinna bayerska bönders oproportionerliga inflytande över EU:s hårresande jordbrukspolitik. Men jag föredrar att Schröder och Chirac pucklar på varandra över en grönkålssoppa i Bryssel än att de gör det nedgrävda i skyttegravarna vid Verdun och Somme.
Ytterst är det detta allt handlar om.

Det första är en bekräftelse på att vi är med i EU.

Europeiska unionen har det gemensamma myntet som en symbol för att unionen är en fast och beständig enhet och inte vilken klubb som helst.

Europa går inte självklart mot evig fred. Kontinentens historiska normaltillstånd är krig. Kalla kriget var ett fortsättningskrig på andra världskriget, som var ett fortsättningskrig på första världskriget, och så vidare ner i mörkret.

Det andra skälet till medlemskap i valutaunionen är ekonomiskt.

Om villaräntorna blir lägre eller högre med euron vet vi inte, förmodligen blir de lägre. Om priserna blir högre eller lägre vet vi inte heller, förmodligen sjunker de något.

Vad vi däremot vet är att 90-talets valutahandlare var en destruktiv och nyckfull kraft som förstärkte ekonomiska och politiska problem. Vi vet också att devalvering eller fritt fallande krona inte är något långsiktigt bra sätt att lösa ekonomiska kriser. Den politiken har skadat svensk ekonomi mer än något annat.

Carl Bildt: Jag var statsminister under dessa år och fast övertygad om fördelarna med en hårdvalutapolitik. Det hade delvis att göra med de tidigare decenniernas erfarenhet av devalveringspolitik, men var delvis en konsekvens av att jag strävade efter att Sverige skulle gå in i det europeiska samarbetets kärna, också den ekonomiska och monetära unionen, och därmed vara med i den gemensamma europeiska valutan från dess första dag. Försvaret av kronan handlade om den viktiga kombinationen av ekonomisk politik och Europapolitik.

I dag är det kav lugnt på valutamarknaden. Det ger stabilitet åt företagen och åt politiker. 90-talets perversa nervositet är borta. Ett nej till EMU skulle ge en signal om att Sverige vill fortsätta att smita från sina kostnadskriser genom sjunkande krona, vilket inte gynnar någon utom penningplacerare som kan kräva högre ränta för att låna pengar till svenskarna.

Det tredje skälet till att byta kronan mot euron är mentalt, eller känslomässigt.

Ett mynt är ett klassiskt sätt att symbolisera samhörighet. Folk som delar mynt bruka dela en politisk gemenskap.

Hur EU kommer att se ut är långt ifrån givet, men en sak är säker: Majoriteten av Europas länder har enats kring ambitionen att samarbeta för att göra vår del av världen bättre än den varit. Folkomröstningen den 14 september handlar ytterst om huruvida Sverige fullt och fast vill dela den ambitionen.

Historikerna har inte varit nådiga i sin dom över den ekonomiska politik som förde Europa till krigets rand. Men dagens EMU påminner inte så lite om guldmyntfoten.

EMU behövs för att klara freden i Europa, säger man. Men historien, som ibland innehåller ett och annat av värde, ger inget stöd för denna åsikt.

Den gemensamma valutan i Jugoslavien hindrade inte att landet slets sönder av inbördeskrig. Och Europas blodiga 1900-talshistoria visar inte att freden gynnats av ett monetärt samarbete av EMU:s typ. Tvärtom.

När Första Världskriget bröt ut var Europa förenat av ett valutasamarbete, "guldmyntfoten". Detta system liknade EMU i flera avseenden, med fasta växelkurser och rörliga prisnivåer.

Mellankrigstiden dominerades av en strävan att återupprätta guldmyntfoten. Detta förde fram krav på hård åtstramning, något som följdes av starka sociala spänningar. I Sverige steg arbetslösheten i början av 20-talet till 15-20 procent. Men de värsta konsekvenserna kom i Tyskland, där åtstramningarna direkt banade väg för Hitler.

Den 30 mars 1930 utsågs Heinrich Brüning till tysk rikskansler. Vid denna tid var Hitlers stjärna dalande och i valen 1928 hade nazistpartiet fått endast tre procent av rösterna.

Men Brüning ansåg att den allt överskuggande ekonomiska uppgiften var att balansera statsbudgeten och att se till att marken höll värdet mot guld.

Detta krävde enligt hans orubbliga övertygelse en järnhård deflationspolitik: nedskärning av statsutgifterna, minskning av löner och pensioner, av sociala bidrag. Svaret lät inte vänta på sig: I valen i juli 1930 fick nazistpartiet 18 procent av rösterna och 107 mandat i riksdagen. Marschen mot makten hade börjat.

Men Brüning vägrade att ge sig. Under 1931 lämnade land efter land guldmyntfoten men inte Tyskland. Systemet skulle försvaras till varje pris.

I januari 1932 hade de arbetslösas antal stigit till 6 miljoner. En femtedel av befolkningen levde på bidrag. Arbetslöshetsunderstöden hade sänkts från 90 till 50 mark. Och den väg som Bruning trodde skulle leda till frihet förde honom och Tyskland till undergången.

EMU för inte till fred. Euron kommer i stället att öka de sociala spänningarna både inom och mellan länderna. Om femtio år kommer historikerna att förundras över den kollektiva dårskap som drev Europas politiker att satsa allt på detta projekt.

Euron handlar i hög grad om solidaritet mellan Europas folk, ett gemensamt politiskt projekt över gränserna och ett gemensamt mynt, som tydligt visar att bonden i Österbotten bryr sig om vad som händer fiskaren i Porto.

Mina år i Bryssel har lärt mig att det finns inget argument som så strider mot EU:s gemenskapstanke som den i Sverige ofta framförda devisen; "det säkraste är att vänta och se".

Hur skulle Europa ha utvecklats om ledstjärnan varit den svenska vänta-och-se-principen?

Jag tror faktiskt att svensken är beredd att kasta av sig försiktighetsoket. Det må kosta en del av den egna självbilden. Men idag sextio år efter andra världskriget är jag övertygad om att vi svenskar vill ta vår del för att bevara stabilitet och säkerhet i Europa. Och EU:s framtid är intimt förknippad med den gemensamma valutan.

A generation is growing up for whom “Europe” often means not peace, but bureaucracy and technocracy. For many of today's young, the old slogans no longer work.

Indeed, when Germany's then chancellor, Helmut Kohl, seven years ago said that European integration was a matter of “war and peace”, his words were widely misinterpreted in Britain as a threat, and seemed embarrassingly overblown to many others. Although European leaders often like to say that they put their faith in young people to carry forward the great political project, youthful idealism does not always translate into support for the EU.

There is indeed a rather dismal group called the “Young European Federalists” who issue statements and turn up and sing songs at summits. But it is difficult not to feel that the real young idealists are the ones demonstrating against the EU from the other side of the barbed-wire barricades.

European federalists are searching for a new argument with which to energise the young. Building a superpower to rival America is at times touted as a new rationale to replace “war and peace”. Mr Pirzio-Biroli is not convinced. He believes that European identity for today's young is a matter of cultural interchange, not political transformation. Young people are now instinctive rather than idealistic Europeans, at ease with the idea of crossing frontiers, working or studying in other European countries, but not preoccupied by any need to “build Europe”.

Mr Pirzio-Biroli responds as might Valéry Giscard d'Estaing, the former French president now chairing the EU's constitutional convention, who recently set this cat among the pigeons: that inviting Turkey to join the EU is “the kind of decision that can only be taken by people with no sense of European history”.

Klyftan USA-EU kan inte undvikas

Min främsta invändning mot Kagan är att han på en avgörande punkt undviker att vara tydlig. När han belyser Europas utveckling tycks den bero på EU:s institutioner och regelverk. Men avgörande är naturligtvis att alla EU-medlemmar, och nästan alla kandidatländer, är demokratier.

Eftersom fria nationer aldrig krigar mot varandra är det lätt för européer att känna sig säkra på att närområdet inte går till angrepp.

Men villkoret för Europas uppskruvade tro på sin egen trygghet är att USA inte delar den. Ty Amerika vet att dess motståndare inte är några ömsinta socialliberaler.

Ungefär hälften av FN:s medlemmar är diktaturer. Många av dem är oerhört brutala. Flera av de värsta tyrannierna kommer snart att plåga världen med kemiska, biologiska och nukleära vapen. Amerika var förr det enda land som kunde befria Västeuropa från Hitler och därefter avskräcka Sovjet att inte utvidga sitt välde.... mer

Det nya Europa formas inte i stövelklädd marschtakt, utan snarare i någon sorts danspiruetter i tåspetsskor.
Om Europa hade fortsatt som under första halvan av 1900-talet skulle vi nu ha genomlidit ytterligare två stora europeiska krig. EUs fäder såg en möjlighet att undvika det genom att väva ihop de forna fiendernas ekonomier.
Fred och ekonomiska framsteg byggs dock i samarbetsformer som ter sig märkliga för många svenska betraktare.

Det var också oklart varför en gemensam valuta skulle hindra dem, om de nu skulle vilja föra krig. Medan förberedelserna för EMU pågick föll inte mindre än tre europeiska federationer med gemensamma valutor sönder, Sovjetunionen, Jugoslavien och Tjeckoslovakien, två av dem med åtföljande blodspillan. Därefter, inom tre månader från eurons lansering, befann vi oss direkt in blandade i ett krig i Europa.
