Aktuella EU-frågor, Riksdagen

De styrande har nu drivit igenom en ändring av grundlagen innebärande
att det skall bli möjligt att överföra makt från Sveriges riksdag till Bryssel utan att
behöva fråga folket i val. Men den nu beslutade ändringen träder inte i kraft förrän
riksdagen i ett nytt beslut efter valet i höst har accepterat förslaget än en gång.

Det betyder att höstens val i hög grad handlar om denna grundlagsändring.
Det är hela idén med att ändringar av grundlagen kräver två beslut med mellanliggande val.
Det är således i högsta grad legitimt att de partier och kandidater som ställer upp i höstens val
tillfrågas om sin inställning till denna grundlagsändring.

Fokus för diskussionerna i Laeken kommer att ligga på det s k konvent som skall diskutera en ny författning för den Europeiska Unionen inför den s k regeringskonferens som med all sannolikhet kommer att äga rum under 2004.

Man skall anta en deklaration om inriktningen för detta arbeta, och man skall avgöra vem som skall leda det Det handlar om en författningskonferens för det framtida Europa, även om själva begreppet för somliga är kontroversiellt.

I regeringens proposition 2001/02:8 föreslås riksdagen godkänna Nicefördraget.

Enligt de regler som gällr inom EU för att godkänna nya avtal krävs att alla medlemsländer skall godkänna detta i enlighet med e grundlagsregler som gäller för varje medlemsland. Alla länder måste godkänna avtalet för att detta skall träda i kraft.

Det räcker att ett land förkastar avtalet för att detta enligt reglerna skall falla.

Denna EU-skeptiska opinion finns i Frankrike både till höger och inom den vänster som är Lionel Jospins väljare. Det var också detta traditionella vänsterskeptiska perspektiv som präglade premiärministerns tankar om "framtiden för ett utvidgat Europa". Lionel Jospin hade mer att säga om den europeiska livsstilen än om de europeiska institutionerna. Ingen tvekan om vart spetsen var riktad: mot den amerikanska kulturimperialismen och mot en globalisering som hotar traditionella franska, förlåt europeiska, värden.
Lösningen blir mer av gemensamma sociala regler för att skydda européerna, "Europa kan inte vara bara en frihandelszon".

Det växande stödet för EU har dock inte lett till någon tydlig omsvängning av svenska folkets inställning till valutaunionen EMU. Nej-sidan har fortsatt kraftig övervikt. 48 procent skulle rösta nej om det vore EMU-folkomröstning i dag, medan 36 procent säger att de skulle rösta ja och 15 procent inte vill ta ställning.

Den fasta växelkursen och försvaret av den hösten 1992, med efterföljande nedskärningar mitt under den djupaste lågkonjunkturen sedan 1930-talet, var något som orsakades av viljan att komma med i EMU. Det har vi Carl Bildts ord på och han bör ju veta som var statsminister då.

Bildt intervjuades nyligen i TV 8 av Åke Ortmark, som frågade om Carl Bildts syn på sin egen insats hade förändrats, t ex om kronförsvaret. Nej, svarade Carl Bildt.

Är kronförsvaret något som Du fortfarande med stolthet kan stå för, frågade Åke Ortmark.

- Jag tror det hade varit fundamentalt fel om Sverige inte hade försökt stå emot. Om vi hade sagt att vi devalverar igen. Det vi hade att kämpa mot var bilden av Sverige som landet som inte vågar, inte vill, inte kan, utan devalverar så fort det är svåra tider - och vi stod fast rätt länge.

Jag tror inte vi har stöd för det här i Sverige. Jag tror inte det finns stöd i andra EU-länder heller. Det var Göran Perssons kärva kommentar till den tyske förbundskanslern Gerhard Schröders förslag om hur EU ska reformeras.
När unionen blir alltmer ohanterlig och när besvikelserna hopar sig, då är det därför frestande att ständigt lansera nya storslagna mammutprojekt. Allt ska bli så bra, bara man genomför ytterligare centraliseringar och omstruktureringar. Och resultaten av de ständiga positionsförflyttningarna mot en förbundsstatsliknande skapelse (där ingår EMU som en viktig del) blir lätt att unionen blir alltmer fjärmad från medborgarna och att avståndet mellan väljare och valda vidgas ytterligare.

EUs utrikesministrar har mötts i Nyköping. De har bland annat diskuterat utvidgningen av EU med nya medlemsländer, främst från Östeuropa.
Samtidigt är federalisterna på offensiven. De som vill ha ett federalt EU griper tillfället att pådyvla sin teoretiskt riktiga, med praktiskt orealistiska, konstruktion på unionen.

I Sverige är det främst det lilla folkpartiet och dess supportrar i pressen som driver den omöjliga federalismens sak.
I detta ingår också en gemensam valuta, EMU, och ett gemensamt försvar, som medel.

Rädslan för invandrad arbetskraft är dessutom irrationell. EU-länderna är i desperat behov av fler händer när Herr Schmitt och madame Duval går i pension. Europas befolkning åldras i snabb takt samtidigt som vi blir allt färre. Det finns bara en lösning på denna demografiska självsvält: ökad invandring.
Att släppa in östeuropéerna räcker inte; EU behöver öppna upp sig mot världen i stort.

Fru talman! I dag firas Europadagen runtom i Europa. Den minner oss om ambitioner att bygga ett fritt, fredligt och dynamiskt Europa men den minner också om hur Europa såg ut då samarbetet försköts till förmån för konflikten. Då slets länder sönder av kriget.
Människor dog för sitt ursprungs skull. Barbariet tilläts dominera där klokskap och mänsklighet skulle ha regerat.
Den europeiska unionen bildades för att detta aldrig någonsin skulle kunna hända igen. Denna dag som andra Europadagar minns vi och lär av erfarenheterna. Men framför allt ser vi framåt, reflekterar över vilken väg Europa nu ska följa.
Vad är det Europa ska vara? Hur ska det europeiska samarbetet utvecklas? Hur ska alla människors inflytande i den europeiska unionen kunna säkras?

Vad är det EU ska göra? Vad ska läggas till och vad ska möjligen dras ifrån? Hur ska EU:s fördrag kunna göras enklare så att alla vet vem det är som bestämmer om vad och så att man vet av vem det är man ska utkräva ansvar? Hur ska de grundläggande mänskliga rättigheterna kunna skyddas inte bara genom Europarådet utan också genom den europeiska unionen? Hur kan inflytandet i EU för varje lands invånare förbättras genom att de nationella parlamenten får mer inflytande?
Och sist men inte minst: Hur ska det gå till när det nya EU tar form? Vem är det som ska hålla i taktpinnen?

Fru talman! För det första vill jag tacka för initiativet av riksdagen. Jag tycker för det andra att det är ett utmärkt underlag vi har fått av det sammansatta utskottet.
Låt mig, när vi diskuterar EU:s framtid, börja i min hemstad Nyköping. I söndags kom alla kandidatländers utrikesministrar till Nyköping.
Alla medlemsstater – de 15 – fanns redan där. Gemensamt skulle vi diskutera Europas framtid. Det var faktiskt historiskt att alla medlemsstater och kandidatländer satt gemensamt runt bordet och diskuterade en stor fråga.

Per Lager och Miljöpartiet målade upp skräckvisionen av hur vi obönhörligt drogs in i ett Europas förenta stater. Nu är faktiskt sanningen den att nästan ingen vill se ett Europas förenta stater, och det är ju vi som avgör vilket framtida Europa det handlar om.

Herr talman! I inledningen till den här debatten sades det att det skulle bli en bred och fördjupad debatt om EU:s framtid. Vi är nu knappt ett halvt dussin i kammaren, och det illustrerar ganska väl att intresset inne i huset inte är mycket större än vad det är utanför huset för de här frågorna.
Nåväl, herr talman! Betänkandet EU:s framtidsfrågor ger en förtjänstfull överblick av unionens utveckling fram till dags dato. Men när det gäller EU:s kanske mest fundamentala ödesfrågor tassar man som katten kring het gröt.
Den enligt mitt förmenande helt avgörande framtidsfrågan är: Hur ska EU vinna medborgarnas förtroende? Inget samhällsskick överlever i längden utan medborgarnas förtroende.

Federalism uppfattas som överföring av beslutsmakt till Bryssel. Det fanns tendenser till detta i utrikesministerns anförande. Men i Tyskland, som är en federation, en förbundsstat, står ordet för decentralisering, motsatsen till centralstyre, och det är onekligen, statsvetenskapligt sett, den rätta innebörden.
En liknande oklarhet råder beträffande begreppen överstatlighet och mellanstatlighet. Statsminister Persson tror att ministerrådet, särskilt Europeiska rådet med stats- och regeringschefer, är mest demokratiskt, därför att det är mellanstatligt.

Men ministerrådet fattar också överstatliga beslut, ibland med kvalificerad majoritet utan nationell vetorätt. Kännetecknande för beslutsprocessen i ministerrådet är att den är den mest slutna som förekommer. I stället för demokratisk öppenhet härskar där diplomatins insynsfria spelregler.

Detta gäller inte minst hanteringen av statsministerns så omhuldade s.k. öppna samordningsmetod, där man med riktmärken och rekommendationer försöker styra på områden som ibland ligger utanför EU:s kompetensområde.

Ökad frihandel och rörlighet inom EU leder till att länder med mindre fria marknader får intresse av att härma mer lyckade länder. Men eftersom detta är smärtsamt, försöker EU i stället harmonisera lagar och regler i olika stater. Därför har vi vant oss vid att alla EU-förhandlingar går åt ett enda håll, mot mer federalism och likriktning. Men varför skulle vi inte kunna kräva förhandlingar för minskad centralisering och mer institutionell konkurrens? Flera tongivande skribenter anser att det inte bara finns en enda väg för EU.

Fransmannen Henri Lepages I morgon kapitalism var Timbros första utländska bok. Den blev en viktig inspirationskälla för marknadsekonomins pånyttfödelse under 70-talet.

Nu, mer än tjugo år senare, finns det anledning att lyssna på Lepage igen. I The European Journal varnar han för EU:s ökande protektionism (”Fortress Europe – why customs unions lead to economic decline”, januari/februari 2001).

Lepage påpekar att tullunioner till skillnad från frihandelsområden löper stor risk att utvecklas till slutna regionala handelsområden. Det är vad som har skett inom EU främst under 1990-talet.

Jag kan bara beklaga när så gott som alla de jag möter i London säger att de känner svårigheter att ge sitt stöd till ett parti som släntrat iväg så långt i riktning mot en anti-europeisk inställning som stundtals fått nästan obehaglig karaktär. Offentlighetsprincipen var en för Sverige stor fråga vid anslutningsförhandlingarna till EU. Frågan har ännu inte fått en tillfredsställande lösning. Inget tyder i dag på att motståndet mot medborgarnas insyn inom EU håller på att mjukna. EU-kommissionen anser att de sekretessregler som nu gäller är väl avvägda och att sekretessen inte kan mjukas upp. Denna ståndpunkt motiveras med hänvisning till kommissionens arbetsro och behov av tid att utforma sin politik med eftertanke, innan förslagen förs ut till allmänheten. Tidningen Aftonbladet konstaterar (den 6 mars 2001) att EU:s ledande tjänstemän inte begriper att demokrati förutsätter att medborgarna får relevant information, innan besluten fattas. De gör i stället en dygd av elitmakt och toppstyrning.

For Mr Clarke, the only alternative to the fully nationalised British health system appears to be the jungle society of the US. Strangely for such a Euro-enthusiast, Mr Clarke is defiantly blind to the many mixed systems of social protection in countries such as The Netherlands, Germany and France.

Mr Duncan Smith, by contrast, is willing to think — and talk openly — about extending competition, payment and consumer choice to the parts of the public sector that Thatcherism could not reach in the 1980s and 1990s. He is excited about the possibilities of private health insurance and education vouchers — and he points intelligently to the Dutch schools system and the French private hospitals as models of consumer choice and partial private funding, from which something useful might be learnt.

Thus, while M Jospin unsurprisingly rejects last month’s proposal by his German fellow Socialist, Chancellor Gerhard Schröder, to abolish the executive role of the Council of Ministers and turn it into a European version of the German Bundesrat, he supports the idea of an elected President of the European Commission. And he has no problems with “a gradual controlled process” of “transferring powers to the Union level”. Again, while insisting that inter-governmental co-operation is “indispensable”, he has his own agenda for dictating policies from Brussels, beginning with “economic government of the eurozone” — the emphasis is M Jospin’s — which would “act to stop any behaviour detrimental to the general European interest”.

In an unprecedented breakthrough on the Irish Nice Treaty campaign, the three major Sunday newspapers in Ireland all carried opinion, analysis and articles critical of the Nice Treaty and condemned the Irish government's treatment of the opposition campaign.
Furthermore, the normally cautious Sunday Business Post - the business, politics and economics paper - carried an editorial on Sunday which strongly suggests that people vote no to Nice. “For the first time we're thinking of voting 'no' - unless we can get real answers to serious questions between now and polling day,” the leading article said.

On the economic front, Mr Jospin said the creation of the euro had left unfinished business in EU affairs. "In order to rebalance the European edifice, we now need an economic government. The co-ordination of economic policy must be greatly increased," he said. One of its tasks would be to "stamp out behaviour detrimental to the general European interest". In a direct attack on Britain, M Jospin said it was necessary to combat "fiscal dumping", the term used on the Continent to describe the low-tax forms of capitalism in Anglo-Saxon countries.

Prime Minister Lionel Jospin of France proposed a wide arc of left-wing social ambitions for Europe's future on Monday, with perspectives that swept from harmonized working conditions and universal access to schooling abroad to a so-called economic government that would serve as a political watchman over the independent European Central Bank. . In a speech that was as much an expression of Socialist election campaign liturgy as a design for the future structure of the European Union, Mr. Jospin paired the left-wing vision of a treaty on common social standards and state-controlled consolidation of public services with much narrower proposals for institutional change in the EU.
Through its left-wing character, Mr. Jospin's blueprint seemed less than a real plan for the EU because it excluded the instincts of vast numbers of European moderates, centrists and rightists.

M Jospin spelt out the Euro-integrationist agenda in pitiless detail: an operational EU police force; a common criminal justice system; uniform asylum and immigration policies; a European foreign policy conducted by an EU diplomatic corps; full economic union, including a mechanism for fiscal transfers. If even a quarter of M Jospin's agenda were implemented, the EU would cease to be an association of states, and instead become a state in its own right.

The Lisbon summit in March was a turning point for Europe.

The European Union is now committed to economic reform and modernisation - to working with the grain of globalisation to promote economic dynamism and job creation, while taking action to preserve social justice and strengthen our societies.

This success owes much to the vision, courage and leadership of Antonio Guterres and the excellent work of the outgoing Portuguese presidency.

The Europe of peace and prosperity that the founding six built is coming of age. As it continues its historic mission to enlarge and so spread stability and democracy across the continent, the European Union is becoming more pluralistic.

We believe this can only be in Europe's interests, and in the interests of the people of Europe. But we will all need to adapt as Europe becomes increasingly open and diverse.

We are committed to strengthening the EU in those areas where its members can be more effective acting together than acting apart.

But we also want an EU open to the world.

In different but complementary ways, Britain and Spain have historically been gateways to Europe, and bridges across the Atlantic - to both North and South America. And English and Spanish have become the two main international languages.

Both our countries have distinctive positions on the euro, but what is clear is that it is changing the face of Europe.

Europe's economic fundamentals are sound - sounder than they have been for over a generation.

The EU's economies are growing, and it is important to underline that they are now creating jobs in Europe faster than almost anywhere else in the developed world.

The European Central Bank is also meeting its objectives, and delivering low inflation and higher growth across Europe.

In order to sustain a long expansion and keep creating the jobs it needs, Europe has to maintain the confidence of the markets. That is why it is so important to press on with the co-ordinated structural reform begun at Lisbon and to speed up the structural reform at the national level that is already taking place.

And that is why it is so important to avoid the sort of tax harmonisation and heavy-handed regulation that could drive investment and jobs out of Europe.

British exporters, inward investors and the people they employ all know how damaging exchange rate instability can be.

But Europe is about more than economics. It is based on shared values of liberty, democracy, tolerance and social justice.

Europe has never had such a wide-ranging agenda as now, starting with enlargement.

The European Union played a vital role in consolidating democratic transition in Spain. It is now acting as a beacon for the fledgling democracies of central and eastern Europe.

The reunification of Europe is our greatest challenge and our greatest opportunity.

We will have to find new ways of accommodating diversity without undermining the EU's strength and legitimacy.

But above all, we must not let short-term interests blind us to the huge benefits to prosperity and stability in Europe that enlargement will bring.

The question is: how do we best open Europe to new members while maintaining and increasing its capacity to act effectively?

We need to agree, as we did at Lisbon, on the essential objectives for Europe - higher growth, more jobs, modernising our economies. Then we can look at how best to work together on the local, national and European levels to achieve these shared goals, under the direction of heads of government in the European Council.

Some of us may wish to go a bit further a bit faster, but all must respect the rules and procedures of the Union. There can be no second class citizens in Europe.

Britain and Spain are also united in working together across borders to deal with the cross-border problems of asylum, illegal immigration and international crime. These are problems that none of us can deal with effectively in isolation. They are all issues that demand more European co-operation, not less.

We would be failing our people if we listened to those who advocate a narrow definition of national sovereignty at the expense of our real national interests.

Europe is changing, changing fast and changing for the better.

Europe's leaders will be judged by how well they manage these momentous changes sweeping across Europe.

That is why we believe that we need to do everything we can to explain these changes and seek endorsement for them from the true rulers of Europe: the people themselves.
